Saints row 2 fast foward bug.?

OK so i bought the game on PC(Steam) installed it and then i started playing and noticed that my character is moving very fast and that cars are moving very fast when i drive them,and then i started looking for a solution then i found the saintsrowpowertools but the problem is i dont know how to run the files with cmd and tweak with the values so can somebody please write a text tutorial in the answers how to run the file with cmd and what path should i enter.
