How to customize Duel Runner In Over the Nexus?

I'm stuck at the level where after winning Toru in a Turbo duel, I have to race against the guy with a ponytail and I haven't been able to tweak my Runner in anyway. And i cannot win and proceed on to the next level o_o" Anyone has any advice??
