Doesn't tweaking cancel the effect of smoking weed?

My friends smokes weed and tweaks but I think that's stupid because when you tweak you get pumped up and when you just get high you feel chill. So isn't he technically just wasting his **** and my weed? I ask because hes fiending and wants a hit and im trying to prove him wrong so I don't have to blaze him out.
