Ongoing ear infection or swimmers ear?

2 weeks ago my dr put my 21 month old daughter on antibiotics for a ear infection for 10 days now considering the fact that shes a water bug. shes off the anitibiotics and shes still sticking her finger in her ear and waking up out of a sound sleep crying. i dont understand what it could be??
